Tong Parish Plan Update – We Need Your Help!

It’s been three years now since we published the Tong Parish Plan.

We’ve managed to address some of the issues identified in the Plan – reducing speed limits in the village, carrying out much-needed improvements to the Parish Hall – and the Parish Plan was instrumental in enabling us to lobby for the legislation and funds to achieve that.

However, much still needs to be done and we need to update the Parish Plan to make sure it still represents the wishes of our community. The Parish Council will provide support and funding for the updating, but it’s really important that the work is led by someone who’s not a member of the Parish Council and that as many members of our wider community
are involved as possible.

Ours is a small community of just over two hundred people, but our parish has a history, culture and character that makes Tong unique.

We hope that the following pages give you an insight into that character. If you don’t know our village, then we hope this site will encourage you to visit. If you already share our enthusiasm for Tong, then we hope this site will encourage you to share your memories and experiences of a very special place.

The famous Tong Flower Festivals have been both a focus for the village as well as a celebration of our beautiful parish church and a valuable way of raising funds to maintain the church.

Tong 600 is currently raising funds to celebrate the 600th anniversary of the church and this link will tell you our their most recent and planned event.

Like many villages, we’ve started to plan for the Queen’s 60th Jubilee in June 2011 and we’ll be regularly updating you on progress of plans for a two-day extravaganza to mark the event.

Our Parish Council has always played an important part in the development and maintanance of the parish of Tong. For such a small community in terms of population a suprisingly large number of Tongs inhabitants have been willing to step forward and play a part in contributing to parish life. In the last eight years eighteen
residents have served as councillors on Tong council.

In recent years we have been fortunate to receive a generous contribution towards parish funds from Roseclaim, the organisers of the V festival held localy in Weston Park each August. This welcome addition to our resorces has allowed us to further enhance our local amenities.

The history of Tong

Few villages in Shropshire or even the UK can boast such a vibrant
connection with the past as Tong.

Charles II hid in nearby Boscobels oak tree, Charles Dickens based part of his novel ‘THe Old Curiosity Shop’ on Tong as he visited Tong Castle where his grandmother was housekeeper. Benjamin Direali would
have travelled through Tong on his visits to Weston Park, Catherine of Aragon is said to have taken mass at St Batholomews church.

We even have our own home grown eccentric in George Durrant who left his mark on Tong in more ways than one when squire of Tong in the late eighteenth cetury.

Tong Parish Plan

To order to help the council to understand what is important to the residents of Tong a parish plan was instigated in 2006.

A questionnaire was distributed to every household in Tong asking each member of the parish to state where the councils efforts should be best placed.

The results of the survey can be found on( ) and the parish council is activley using its findings as it plans for Tongs future.

Tong Church

Tong is a village in Shropshire in England. It is near junction 3 of the M54 motorway (A41) near Albrighton.

The village is remarkable mainly for its church, St Bartholomews, outside of which is the supposed grave of Little Nell, a fictional character in Charles Dickens book, The Old Curiosity Shop. It is thought that Charles Dickens visited Tong church when his grandmother worked at Tong Castle (demolished in 1954) that stood to the south. Its site is now occupied by the M54 motorway.

The ‘grave’ is thought to have come about because Charles Dickens’ novel was serialised and shipped over to America, and as a result, Americans began coming over to England to visit scenes featured in the book. The tourists recognised the references to Tong church from the book and came to view the supposed ‘grave’, which of course was not there.

However, a verger and village postmaster, George H Bowden (16 August 1856 – May 1943) apparently asked local people to pay for a headstone, forged an entry in the church register of burials (apparently the giveaway was that he used post office ink to do this), and charged people to see the ‘grave’. The headstone has been moved from time to time to make way for genuine graves.

The other remarkable thing about St. Bartholomew’s is the memorials to the Vernon family inside the church. St. Bartholomew’s was chosen by Simon Jenkins of The Times in 1999 as one of the best 1,000 churches (out of 15,000) in England. He awarded the church, which was mostly rebuilt in 1409, three stars out of a possible five. He refers to the collection of village tombs, the masterpiece of which being that of Richard Vernon, who died in 1451.

Tong Parish Hall

Tong Parish Hall was gifted to the village in 19.. by Charles Mander, a member of the famous Wolverhampton paint-making family, who lived at Kilsall Hall on the parish boundary.

The Hall is an atmospheric, timber-framed and clad building that stands on Hubball Lane in the village. A building of this age requires constant maintenance and improvement, and the community and Hall Committee are currently raising funds to improve disabled access to the Hall and install a new kitchen.

The Hall has hosted countless parish events over the years. The days of the weekly whist drives and acting as the daily dining room for the Tong School dinners may be over, but the Hall is still well-used for the incredibly popular Tong Tours and a wide variety of community uses.
Tong Parish Hall is available for hire to parishioners and non-parishioners alike. Ail Hunt, Chair of the Hall Committee, would be happy to discuss availability and hire costs. Ali can be contacted on ……………..

Minutes of the Annual Parish Council meeting held on 17th May 2010

Apologies were received from Cllrs J.Watts, A.Lewis

There were no declarations of interest.

1. Chairman’s Report Good progress had been made with the completion of several projects and road safety measures. The Castle Gates  had not progressed and we should look to the new website, developed by Dean Williams, to involve the Parish in how they wanted money spent.

The resignation of John Watts was received with regret .                                        .

2.Vacancy on Council Dean Williams was co-opted to the vacancy left by Mrs. Stokes. John Watts’ decision would be relayed to Shropshire Council and the procedure followed.

3. Election of Chairman Cllr Nick Smith was re-elected                                                                                     4. Election of Vice-Chairman Cllr Gerry Bew was re-elected

Both wished it  recorded that they would serve for one more year only                          .

5 Financial Statement   2009/10 was approved and signed.

The Annual Return was agreed and the Clerk to continue as Responsible Financial Officer

It was noted that core expenditure far exceeded the precept and it was the generosity of the ‘V’ Festival that allowed work to be done.

6. Minutes of meeting held on 15th March 2010 were agreed and signed.

Amendment to Annual Parish meeting : plastics could now be recycled in Albrighton (alter to ‘soon’ pending permissions from Severn Trent) .

7. Matters arising

Church parking –options were discussed

Agreed to obtain consent of Mrs.Stokes for use of part of field                GB

Millenium Pool- Stuart Moore had started the season’s mowing. Vital to ensure that Severn Trent’s work was ‘joined-up’

Trees Project- permission of Tom Morris still to obtain.

S.Milner had advised that the back hedgerow (A41) was scheduled for replanting in October.

Website- thanks were due to Dean Williams . Ready to appoint ‘gatekeepers’ for individual sites.

Kissing Wall- the Estate’s Clerk of Works was now aware of the extent of damage. New coping would be used. A start date would be reported to the chairman.

8. Highways matters

Speeding concerns at Tong Norton - Police could only respond to sufficient requests.

9 Projects

It was agreed that the ringfenced money towards the relocation costs of Tong Castle Gates be unreserved. Use should be made of the new websites to encourage public participation in spending.

10. Local Joint Committee- Stuart West encouraged applications for grants from Tong otherwise the lion’s share  be taken by Albrighton .

Magazine NS

The AGM would look at the way forward for LJCs. Smaller ones would combine but the Shifnal and Albrighton groups were felt to function well. The great advantage was the power to invite officers (Police etc) by request and meetings  accessible to the public.. Next meeting, 28th September . The meeting pattern was changeable thus more difficult to streamline PC meetings. Cllr Murray would always take requests and concerns forward.
